WASTE PREVENTION AND REDUCTION PROGRAM - 2025

1. GENERAL

According to art. 44 of O.U.G no. 92 / 2021, with the subsequent amendments and additions, - regarding the waste regime, the legal entity exercising a commercial or industrial activity, for which the competent authority for environmental protection has issued an environmental authorization/integrated environmental authorization, taking into account the results of a waste audit, is obliged to draw up and implement a program to prevent and reduce the amount of waste generated from its own activity or, as the case may be, from any manufactured product, including measures that comply with a certain product design, and to adopt measures to reduce the hazardousness of waste.

According to O.U.G no. 92 / 2021 on the waste regime, with subsequent amendments and additions, prevention is defined as the measures taken before a substance, material or product becomes waste, measures that reduce:

a) the amount of waste, including by reusing products or extending their life;

b) the negative impact of the generated waste on the environment and the health of the population;

c) the content of hazardous substances in materials, by-products, products.

The following hierarchy applies as a matter of priority within the waste prevention and management policy and legislation:

a) prevention;

b) preparation for reuse;

c) recycling;

d) other revaluation operations, such as energetic revaluation;

e) elimination.

The application of the waste hierarchy aims to encourage those options that produce the best overall result in terms of the environment and the health of the population.

This "Waste Prevention and Reduction Program" was developed in accordance with the provisions of art. 44, para. 1 of O.U.G no. 92 / 2021 regarding the waste regime, with subsequent amendments and additions, based on the audit of the waste generated at the headquarter of Hope Sped SRL in the municipality of Sfântu Gheorghe, Street Tigaretei, no. 57, Covasna county and at the workstation situated in Ilieni, Zonda str., plot 1 top 1682/1, Covasna county.

 

Following the results of the waste audit, Hope Sped SRL developed and implemented a program to reduce the amount of waste generated by mainly ensuring the selective collection of recyclable waste, the periodic delivery of reusable waste to authorized companies, as well as the optimization of the use of resources and products purchased in order to extend their useful life.

Waste management refers to the temporary storage, reuse, collection, transport, treatment, recycling and disposal of waste, the main aim being to save raw material by reusing recyclable waste, thus contributing to reducing the pressure on natural resources.

In concordance with O.U.G no. 92 / 2021 on the waste regime, with subsequent amendments and additions, some definitions are presented below:

  • waste - any substance or object that the holder throws away or has the intention or obligation to throw away;

  • waste management - the collection, transport, recovery (including sorting) and disposal of waste, including the supervision of these operations and the subsequent maintenance of disposal sites, including actions taken as a trader or broker;

  • waste producer - any person whose activities generate waste (initial waste producer) or any person who carries out pre-treatment, mixing or other operations that lead to the modification of the nature or composition of this waste;

  • recycling - any recovery operation through which waste is transformed into products, materials or substances to fulfill their original function or for other purposes. This includes the reprocessing of organic materials, but does not include energy recovery and conversion to use the materials as fuel or for filling operations;

  • reuse - any operation by which products or components that have not become waste are used again for the same purpose for which they were designed;

  • revaluation - any operation whose main result is the fact that the waste serves a useful purpose by replacing other materials that would have been used for a certain purpose or the fact that the waste is prepared to be able to serve that purpose, in enterprises or in the economy in general;

  • traceability - the characteristic of a system to allow finding the history, use or location of a waste through registered identifications;

  • disposal - any operation that is not a recovery operation, even if one of its secondary consequences would be the recovery of substances or energy.

  • collection - collection of waste, including sorting and preliminary storage of waste, in order to transport it to a treatment facility;

  • separate collection - collection in which the generated waste is kept separately according to the type and nature of the waste, with the aim of facilitating their specific treatment;

  • collector - any enterprise/economic operator that carries out an authorized collection activity and acts in its own name to collect waste from third parties for transport to a treatment facility;

  • waste audit - a systematic, documented, periodic and objective evaluation of the performance of the management system and of the waste management processes with the aim of facilitating the control of waste management and the revaluation of the generated waste, as well as to evaluate compliance with the environmental policy, including the achievement of the objectives, the company's performance related to the prevention and reduction of waste production from its own activity and the company's performance related to reducing the harmfulness of waste.

 

2. DETAILS REGARDING THE ACTIVITIES CONDUCTED

The following activities are carried out at the headquarter of HOPE SPED SRL seated in the municipality of Sfântu Gheorghe, str. Țigaretei, no. 57, county of Covasna (in accordance with the NACE Rev. 3 classification codes):

  • NACE 4941 – Freight transport by road (including hazardous substances, goods, and waste);

  • NACE 4612 - Agents involved in the sale of fuels, ores, metals and industrial chemicals (does not require an environmental authorization)

  • NACE 5225 - Logistics support services for transport operations (does not require an environmental authorization)

  • NACE 5226 -  Other transportation support activities (does not require an environmental authorization)

  • NACE 5231 - Intermediary services for freight transport (does not require an environmental authorization)

  • NACE 4619  - Agents involved in the sale of a variety of goods (does not require an environmental authorization)

  • NACE 4671 - Wholesale trade of vehicles (does not require an environmental authorization)

  • NACE 6820 -  Renting and operating of own or leased real estate (does not require an environmental authorization)

At the workstation of Hope Sped SRL, located in Ilieni, street Zonda, parcel 1, top 1682/1, county of Covasna, the following activity is carried out (in accordance with NACE Rev. 3 codes): 9531 - Repair and maintenance of vehicles (without painting, washing, or wastewater treatment stations/installations, thus the activity does not require an environmental authorization).

Outside the premises, the following activities are carried out (in accordance with NACE Rev. 3 codes):

• NACE 4941 – Road transport of goods (including hazardous substances, goods, and waste);

• NACE 4685 – Wholesale trade of chemical products.

 

3. DATA REGARDING GENERATED WASTE

3.1 Waste generated specific to office activities:

• Mixed municipal waste (code 20 03 01)

• Paper and cardboard packaging (code 15 01 01)

• Plastic packaging (code 15 01 02)"

 

3.2 Waste generated specific to transport activities and vehicle maintenance and repair:

• End-of-life tires (code 16 01 03)

• Packaging containing residues or contaminated with hazardous substances (code 15 01 10*)

 

Note: Hope Sped SRL purchases motor oils for the purpose of filling up the oil levels in the vehicles. These are delivered by the supplier in metal drums, which are then placed in retention pipes filled with sand to prevent soil pollution in the event of uncontrolled spills. After the oils have been used, the containers (packaging that contains residues) in which they were delivered (metal drums) are returned to the supplier.

Used tires are handed over to a specialized company in accordance with the provisions of Government Decision no. 170/2004 regarding the management of used tires, for the purposes of reuse, recycling, revaluation, and/or energy recovery.

Hope Sped SRL does not perform oil and oil filter changes for its vehicles, these maintenance operations are carried out exclusively at authorized services. Therefore, the obligation to report the waste oils and oil filters generated as a result of the maintenance operations for the transport vehicles of Hope Sped SRL belongs to the respective service units.

4. MEASURES APPLIED BY THE ORGANIZATION REGARDING THE MANAGEMENT OF GENERATED WASTE IN COMPLIANCE WITH APPLICABLE LEGISLATION

The generated waste is collected separately by type in appropriate containers (bins, containers) until it is collected by the contracted authorized companies for its disposal/recovery.

All categories of waste are stored in such a way as to prevent the formation of stockpiles that could cause a risk to human health and harm the environment (risks of water, air, and soil pollution, generation of odors, fire hazards for nearby areas, etc.).

At each transport of waste, the delivery note/ waste loading-unloading form/ handover-receipt minute is requested and kept after the waste is handed over to the authorized collectors, ensuring traceability of the generated waste.

The waste collection containers are placed in dedicated locations (concrete-paved platforms) and are labeled with the corresponding waste names and codes.

Hope Sped SRL has allocated sufficient containers for all types of waste that need to be collected separately, ensuring that they are not overloaded or spilled.

 

For the collection of all categories of generated waste, Hope Sped SRL has concluded contracts with authorized companies for the collection, transportation, and storage services, as well as for the handover of special waste for recovery or disposal, as applicable. Waste transport is carried out only by economic operators holding an environmental authorization for collection, temporary storage, treatment, recovery, or disposal activities in compliance with the provisions of Government Decision no. 1061/2008 regarding the transport of hazardous and non-hazardous waste on the territory of Romania.

 

5. MEASURES FOR THE PREVENTION AND REDUCTION OF THE QUANTITIES OF WASTE GENERATED

5.1. The periodic performance of maintenance/service operations (according to the vehicle manufacturers' instructions) for the company's fleet and the maintenance of the vehicles in optimal technical working condition to avoid the occurrence of technical issues (including excessive motor oil consumption, which consequently generates related waste).

 

5.2. The periodic renewal of the vehicle fleet by purchasing transport vehicles with minimal pollution standards and superior technical performance (e.g., reduced oil consumption, increased reliability of parts and components with which the vehicles are equipped), which has both a direct impact on reducing CO2 emissions and an indirect impact on the quantity of waste generated by reducing the amount of spare parts/oils required for the periodic maintenance operations of the transport vehicles.

 

5.3. Raising awareness and training of employees regarding:

  • The importance of waste generation prevention and the obligation to reuse products and implement selective waste collection;

  • Verifying documents before printing to reduce the number of unnecessary prints.

 

5.4. Efficient management of paper and cardboard, preventing the generation of such waste and reducing it through:

  • Printing only when absolutely necessary;

  • Double-sided printing;

  • Reducing font sizes, resulting in fewer printed pages;

  • Reusing paper as scrap;

  • Properly equipping offices with containers for paper collection;

  • Informing employees about the types of paper and cardboard that can be recycled.

5.5. Efficient management of packaging made of plastic, paper, cardboard, metal, and wood through:

  • Purchasing unpackaged products or products without excessive packaging;

  • Purchasing types of products with packaging for which recycling/recovery technologies are available;

  • Optimal placement and use of containers for the selective collection of packaging waste generated on-site.

 

5.6. Efficient management of waste electrical and electronic equipment, fluorescent tubes, and batteries/accumulators through:

  • Extending the lifespan of electrical and electronic equipment;

  • Encouraging the reuse and/or repair of defective products or their components;

  • Economical use of artificial lighting and extending the lifespan of lighting fixtures;

  • Using LED-based lighting fixtures with long service life;

  • Using rechargeable accumulators instead of disposable batteries.

 

5.7. Implementation of the BBS Program

The primary objective of the BBS (Behavior-Based Safety) program is to increase safety during road freight transport by positively influencing driver behavior through training, observation, coaching, monitoring the implementation process, and evaluating the results. Additionally, by training drivers in preventive driving and eco-driving, the program is expected to yield the following outcomes:

  • Reduction in the number of accidents/incidents, leading to fewer repair operations;

  • Reduction in fuel consumption;

  • Reduction of emission of greenhouse gases;

  • Reduction in maintenance operations, resulting in decrease of the amount of spare parts waste generated.

 

5.8. Training of transport agents regarding route optimization and maximization of cargo load

By optimizing transport routes, the number of kilometers traveled without cargo is reduced, which directly decreases unnecessary greenhouse gas emissions. Selecting shorter routes and avoiding areas with heavy traffic also contributes to lower fuel consumption, which results in a significant reduction in CO₂ emissions. Additionally, maximizing the amount of cargo transported per trip allows for a reduction in the total number of transport operations required, meaning fewer journeys, less fuel consumption, and, consequently, a lower environmental impact.

This training not only brings economic benefits to the company by reducing operational costs but also supports a sustainable transport model, aligned with increasingly stringent environmental protection requirements and the goal of reducing the carbon footprint.

6. COMPARATIVE OVERVIEW OF THE QUANTITIES GENERATED BY HOPE SPED SRL IN 2023 AND 2024 FOR THE MAIN WASTE CATEGORIES

 

​​In 2024, a slight increase in the waste generated compared to 2023 can be observed, which can primarily be attributed to the expansion of the company’s activities, reflected by the increase in turnover and the number of employees. A higher turnover typically implies an intensification of operations, which leads to increased resource consumption and, consequently, the generation of a larger volume of waste, including mixed municipal waste and plastic, and paper/cardboard waste. Additionally, the increase in the number of employees results in a more intensive use of internal facilities and resources, contributing to the additional accumulation of mixed municipal waste.
